Highland Park Parent-Child Learning Center
The Parent-Child Learning Center (PCLC) serves the infants and toddlers of teenage parents attending high school. The child care program is a cooperative educational program staffed by TDC Learning Centers, Inc., Topeka Public Schools, and Catholic Community Services. The various components of the program include: child care; modeling of parenting skills; parent education; counseling; and helping teens access social services and resources.
The primary goal of the Parent-Child program is that parenting teenagers continue and complete their secondary education. Families headed by a teenage mother are seven times more likely to be poor or dependent upon public assistance--the infants and children of children are at high risk for abuse and/or neglect. The Parent Child Learning Center provides opportunity to change this dismal situation. The program helps teens stay in school and provides parenting education that will decrease the risk of child abuse and neglect.
A participating member of KQRIS (Kansas Quality Rating and Improvement System) which focuses on quality improvement in early care and education.

What: Full day high quality early education and care program for preschool age children during the summer only. The children are provided with opportunities to learn and develop socially, developmentally and intellectually in a safe, nurturing and fun environment!
Ages Served: 2 1/2- 5 years
When: Monday-Friday, 7:30 am-5:30 pm
Registration Fee: $30 plus 1 week's tuition to enroll and hold spot. This is non-refundable.
Tuition: $130 per week. We accept SRS, but parents are responsible for the difference between SRS subsidy and tuition rate.

A Day in the Life of A Child!
Highland Park PCLC is a school-based childcare center that provides high quality care for the children of teen parents who attend Highland Park High School. Our program provides needed support for teen parents who wish to complete their high school education. Being a teen parent can present many challenges and we are here to help and support teens in securing a bright and happy future for themselves and their children. In collaboration with Catholic Charities and the Topeka Public Schools, TDC Learning Centers, Inc. is able to offer childcare, weekly parenting group, monthly Parents as Teacher playgroups, regular child assessment and parent-teacher conference, social work and counseling services and other support for teen parents. We believe that having a partnership with parents will help the center to provide the best learning environment for the child, so parents are given many opportunities to be involved with their child’s education and care. While the program primarily serves teen parents, we are able to offer care to public families when space is available.
Infants at Highland Park have wonderful opportunities for learning and growing in a caring, nurturing and stimulating environment. Each child has a developmental assessment completed four times a year. From those assessments, the teacher and parents together develop individualized goals for the child. The teacher implements these goals on an individualized lesson plan that is age and developmentally appropriate for the child. Their daily routine includes: feedings, diapering, floor time, naps, gross motor activities, outdoor time, and stroller rides. The infants also have the opportunity for sensory and art activities as well as story and music time.
Toddlers at Highland Park have a busy day that includes breakfast, lunch, an afternoon snack, diapering, toileting, nap, art, sensory, gross motor, fine motor, language development, social development, science, and outdoor activities. Each toddler has a developmental assessment completed four times per year and an individualized learning plan is developed by the teacher and parent. Activities are implemented on the weekly lesson plan to provide activities that support the individualized learning plans for each child. Each week, the classroom has a new theme, which also helps guide the lesson plans. Caring teachers and a fun environment make this a great place to be!
